Is using open source code as part of the Architecture allowed?

As the title says, is it okay to use open-source code of algorithms (such as from openai/spinningup, or dopamine) as part of the architecture allowed to make an entry?

Yes, it is definitely allowed as part of the rules. Please feel free to build on top of any open source packages that you would like.
