A new idea about the Flatland Challenge

This paper provides a framework (SASS) to solve the multi-agent cooperative issues. At this stage, it does not involve the complex decision and learning level into the architecture, but I believe that it can provide an exciting way to solve the Flatland Challenge. The video is available as follow:
