It is because your team has used all three submission trials. The number of submission trial left is always shown when you submit your result. You can’t submit because you run out of submission trials not because of the time.
No. There was one submission remaining for my team mate, at around 11:45 this submission “disappeared” leaving a message “Submissions will be possible as of 2020-08-01 17:40:22 UTC.”. Anyways the competition appears to have been completed so it doesn’t matter now.
