If I understood correctly, then the first round means a little and is preliminary. The second round is decisive, right?

Short answer - Yes, first round is prelim.
Long answer - The problem is not easy to solve, random purchases is not a solution. First round is giving an opportunity to all the participants to buckle up, think of better ways to solve the problem. Some people are new to computer vision but with first round I am pretty sure many of us have learned a lot and second round is somewhat a attacking phase.
